grants ownership of a nametag to a target user.

Only moderators can run this command with default settings.

example: !gift clonzeh nametag green_tag

If the shop cost of this avatar has the "AND" condition with any of the status requirements checked ("Followers", "Subscribers", "Moderators"), then the user must also satisfy that before using the avatar.
