grants ownership of a gear piece to a target user.

Only moderators can run this command with default settings.

example: !gift clonzeh gear hats tophat

If the shop cost of this avatar has the "AND" condition with any of the status requirements checked ("Followers", "Subscribers", "Moderators"), then the user must also satisfy that before using the avatar.
